Ozonolysis of cis-2-butene with reductive workup cleaves the central double bond to give two molecules of ethanal, so the first statement holds. Ozonolysis of 3,6-dimethyloct-4-ene cleaves at the C4--C5 bond to give two molecules of 2-methylbutanal, whose carbon bearing methyl, ethyl, hydrogen and the carbonyl group is a stereocentre, so the product does contain a chiral carbon and the second statement fails. The first statement is true while the second is false.
