The reagent brominates at the allylic carbon, the position next to the double bond, delivering bromine there in low concentration while leaving the π bond intact. Treating that allylic bromide with water then replaces the bromine by a hydroxyl group. The product is the corresponding allylic alcohol, its double bond unchanged and the new −OH on the carbon adjacent to it.
